What does this mean?

Some webmasters have been over-optimizing websites and this has caused them to get penalized. The simple answer is to de-tune the website a little. Check for errors in code, tags, site link structure. Then ask external sites who are linking to you to remove the links that are pointing to you IF they are from a site that carries side wide or blogroll links.

If all of the links pointing to your website are the same you should add more links with differemt phrases and point to different pages on your website. (Natural looking links).
